What is the Community Voucher?
The Community Voucher (Elderly Community Care Services Voucher) is a key government-funded program under the "Aging in Place" policy. As one of the accredited service providers in this scheme, Hygiene First collaborates with the Social Welfare Department to provide home-based services for seniors, enabling them to use the community voucher to access home care services at subsidized rates.

How to Participate
Seniors who are on the Central Waiting List for subsidized community care services and/or residential care services, have not used the above services before, and have been assessed by government elderly centers or social workers as having moderate or severe functional impairment are eligible to participate in the scheme.

Is there an expiration date for the Community Voucher?
If the Community Voucher certificate holder has not used the Community Voucher certificate to purchase any community care service package from any accredited service provider within 3 months after the Community Voucher certificate is issued, the Community Voucher certificate will become invalid.
My father is currently using community care services at a day center, but he wants to receive care at home.
What should we do?
Community Voucher holders have the right to update their service choices every month. Community Voucher holders can choose to continue using services from the same service provider or switch to services from other service providers. Community Voucher holders can also adjust the number of service hours and service types. Customers only need to prepare the Community Voucher and identity card to adjust services.
How to apply for the Community Voucher?
If a senior is on the Central Waiting List for subsidized long-term care services and has not yet been allocated services, they are eligible to participate in the Community Voucher Scheme. The Social Welfare Department will send letters to eligible persons on the waiting list, inviting them to participate in the scheme. You can also apply for the Community Voucher yourself. See the following four steps to understand the entire application process.
- Step 1: Ask a social worker at a nearby elderly center to conduct a standardized care needs assessment for the elderly.
- Step 2: Seniors assessed as having moderate or severe functional impairment will receive an invitation letter from the government.
- Step 3: Family members and the elderly must complete and return the relevant documents.
- Step 4: After receiving a "Community Voucher Certificate", the holder can use this certificate to purchase care services at subsidized rates.
